You have not mentionedthe type of email account on which this issue occurs?
In case your email account is a POP/SMTP or IMAP account then make sure to check the server port numbers for the Outgoing Server. You can check these in Outlook 2013 by navigating to>
File>
Account Settings > Account Settings drop-down button > Double-click on the concerned email account > Click on the
More Settings button > Click on the Advanced tab. Check the Outgoing Server Port number.
If your account is a POP/SMTP account then try changing the
Outgoing Port Server number from 25 to 465 with SSL option ticked. Save these settings changes and check if it works.
In case your account is an IMAP account then try changing the
Outgoing Port Server numbers to 465 with SSL option, and if it does not work try using 587 with TLS option selected.
Check if it works. If it does not then navigate your way back to Account Setting as per the steps mentioned above and click on More Settings. Click on the
Outgoing Server tab. Check If the option “My outgoing server requires authentication” is checked, if yes then uncheck it or vice-versa and try to send the emails and check if it works now.
