自问自答,给出一个解决方案:创建目录链接(symlinks)
>mklink /J [新目录(./Assets/Plugins/B2CSharp)] [旧目录(./B2CSharp/bin/Debug/netstandard2.0)]
但是这在Unity里会吃一发warning:Assets/Plugins/B2DSharp is a symbolic link. Using symlinks in Unity projects may cause your project to become corrupted if you create multiple references to the same asset, use recursive symlinks or use symlinks to share assets between projects used with different versions of Unity. Make sure you know what you are doing.

看起来对于我来说这个waring里提到的问题不会影响到我。
不过我还是更希望题目中所描述的那样。

写个批处理:dotnet build -o Unity目录
丢进Box2D项目下面就完事儿了
