POSITION SUMMARY(职位概述)

Responsible for tender project management in Eastern China, with foci on project management, tendering policy interpretation, and tendering strategy formulation

Work independently on establishing and maintaining relationship with Health Security Administration, Procurement Center, and Health Commission.

KEY RESPONSIBILITIES(主要职责) 1. Closely monitor and study the updated procurement rules and regulation, such as Volume-based purchasing related policies, ranging from government’s preliminary research to policy implementation, and provide analysis on business impact. 2. Responsible for regional centralized procurement and volume-based procurement project management and coordinate with various departments to actively cope with market change, be sure to follow up the implementation. 3. Timely follow up bidding results, provide insights, report experiences gained and key learning points after each provincial tender, in order to improve internal process. 4. Develop and maintain overall procurement database for bidding activities and their related reports, which include bidding price, documents released by government and all kinds of product and qualification related materials etc. 5. Regularly visit provincial/major city level government procurement office, in order to understand the procurement policies and dynamics. 6. Build strategic partnership with the third-party tendering agencies and tendering decision makers to further gain competitive advantage and shape tendering environment. 7. Organize regional bidding training regularly.

SKILLS AND ABILITIES(技能)

1. Bachelor’s degree holder. Healthcare related educational background is highly preferred.

2. At least 5 years' experience in tendering management, government relations, sales& marketing function in multinational medical device or pharmaceutical companies.

3. Strategic and capable of setting up processes and procedures to manage tender projects effectively.

4. Strong business sense with abilities to develop, create, deliver and review bid proposals.

5. Outstanding capability in internal & external communication, coordination and leadership, capable of working in a matrix environment.

6. Good Excel, Word & PPT skills, good English skills in written, reading and oral.

DESIRABLE(优先条件)

1. Good relationship with regional/local procurement and Health Security Administration officials

2. Medical device/Pharmaceutical company working experience
