oracle sysman locked(timed),OEM 404 error after changing SYSMAN password

Using Oracle 11gR2 RAC on Oracle Linux OS.

Our policies require periodically changing passwords.  After I changed the sysman password, oem would not work.  I shut down and restarted dbconsole and looked at the trace file and saw that the sysman account was locked.  After some research I found that I needed to change the password setting in the emoms.properties file.  Now I get a 404 when attempting to open oem in a browser even after shutting down and restarting dbconsole.  The emoms.log reports problems with the OC4J launcher.  The error message appears to be:
