需求：第一页添加版权声明

IMPORTANT: The following must appear on the first page of all PDF files when the final paper is submitted:

"Copyright © 20xx IEEE. Personal use of this material is permitted. However, permission to use this material for any other purposes must be obtained from the IEEE by sending an email to pubs-permissions@ieee.org."

步骤：

1、在添加latex源码\begin{document}之前添加：

\IEEEpubid{\begin{minipage}{\textwidth}\ \centering
		Copyright \copyright 2024 IEEE. Personal use of this material is permitted. \\
		However, permission to use this material for any other purposes must be obtained 
		from the IEEE by sending an email to pubs-permissions@ieee.org.

2、若出现与正文内容重叠

添加上述源码到：第一页末尾的正文句子中间。
