申诉功能违约判断数据库查询服务类 Mapper接口

申诉功能优化

增加一步判断，判断该条记录是否违约，若违约则添加一条申诉，否则申诉失败

Service类新增：

    public int addAppeal(int user_pick_seat_id,String appeal_desc){
