mysql为例: 下载mysql jar包放在D:/lib/mysql-connector-java-8.0.16.jar

mvn install:install-file -Dfile=D:/lib/mysql-connector-java-8.0.16.jar -DgroupId=mysql -DartifactId=mysql-connector-java -Dversion=8.0.26 -Dpackaging=jar
