Sentinel降级和熔断配置

解释：

@SentinelResource中：
value为资源名
fallback为降级调用的方法
blockHandler为熔断调用的方法
exceptionsToIgnore为忽视的异常类

如果如图中配置了exceptionsToIgnore后，Sentinel会忽视图中的IllegalArgumentException异常类，直接返回错误页面，不会降级和熔断
