SpringBoot使用PageHelper时pom文件无法导入或下载依赖的问题

添加分页插件依赖文件

注意：以下三个缺一不可，原来只是添加了pagehelper-spring-boot-starter。
结果无法下载，刚开始我以为是远程仓库的问题，从阿里的换了好多，又自己从中央仓库下载jar包添加到maven都没用。。。

找了一下午的解决方案原来出错在这。。
