原因分析

可能是文件权限问题，https和http的初始化文件设置等问题

解决办法

论坛里已经有一些解决办法，本人经过调试，大多并不能解决。最后通过指定pytorch资源网站链接安装成功。方法如下

1.通过查看自己的python版本，选择合适的pytorch版本
