张海君 教授 国家杰青 IEEE Fellow 北京科技大学 | 张海君，教授、博士生导师，国家杰出青年科学基金入选者、IEEE Fellow、北京科技大学智能科学与技术学院院长、国家卓越工程师学院执行院长、中国电子学会理事、中国通信学会会士、中国电子学会青年科学家俱乐部轮值主席、中国通信学会青年工作委员会副主任委员。加拿大不列颠哥伦比亚大学（UBC）博士后。主持国家杰出青年科学基金项目、国家重点研发项目、国家自然科学基金联合重点项目/移动通信专项项目、JWKJW项目等多个项目。发表IEEE权威期刊1区/2区SCI论文100余篇；IEEE TWC、IEEE TCOM、IEEE TIFS等IEEE期刊编委、IEEE绿色通信与计算技术委员会主席、第六届博弈论与网络国际会议大会主席，曾获IEEE通信学会最佳青年作者论文奖、 IEEE通信学会亚太最杰出青年研究员、国际无线电科学联盟青年科学家奖、中国青年科技奖、爱思唯尔中国高被引学者、科睿唯安全球高被引科学家、IEEE杰出讲师、中国通信学会自然科学一等奖。 |

查志远 教授 国家级青年人才 IEEE Senior Member 吉林大学 | 查志远（IEEE高级会员）于2018年在南京大学电子科学与工程学院获得博士学位。他目前是吉林大学通信工程学院的教授。在此之前，他曾任新加坡南洋理工大学高级研究员。 他的研究兴趣包括图像/视频处理中的逆问题、稀疏信号表示和机器学习。 他分别在2017年和2020年的IEEE国际多媒体与博览会会议上荣获白金最佳论文奖和最佳论文亚军奖。 自2024年起，他担任《IEEE图像处理汇刊》副主编，《信号处理》处理编辑，以及《视觉计算机》副主编。他还获得了NSFC（海外）优秀青年科学家基金2024年的支持。 |

徐礼胜 教授 IEEE Senior Member 东北大学 | 徐礼胜，教授、博士生导师、IEEE高级会员、中国医药信息学理论与教育专业委员会轮值执行主任委员、中国中医药信息研究会诊断信息分会副会长、中国生物医学工程学会高级会员、第六届辽宁省学科评议组成员等。国际杂志Physiological Measurement、Biomedical Engineering Online、Computers in Biology and Medicine等的编委。 研究方向为生物医学信号与影像分析、医学计算机辅助诊断技术。目前作为项目负责人主持多项国家自然基金面上项目、教育部博士点基金项目和辽宁省自然科学基金项目等。同企业合作开展“知识库专家系统项目之心率变异分析算法研究”、“睡眠数据采集与数据相关性研究技术服务”等横向项目。先后获得“辽宁省优秀硕士指导师”、“沈阳市优秀研究生导师”、辽宁省“十百千高端人才引进工程”千人层次、辽宁省“青年拔尖人才”等荣誉。目前已发表218篇国际杂志、会议论文，已获得17项发明专利授权。参编出版国际著作《Heart Rate Variability Prognostic Significance Risk Factors and Clinic Application》、《Blood Pressure - From Bench to Bed》等；主编《生物医学数字信号处理》教材一部，副主编《医学信息学》教材一部，参编《临床信息学》教材一部。 |

Prof. Maode Ma IET Fellow Qatar University, Doha | Prof. Maode Ma, a Fellow of IET, received his Ph.D. degree from Department of Computer Science in Hong Kong University of Science and Technology in 1999. Now, Dr. Ma is a Research Professor in the College of Engineering at Qatar University. Before joining Qatar University, he has been a faculty member at Nanyang Technological University in Singapore for over 20 years. He has extensive research interests including network security and wireless networking. Dr. Ma has more than 450 international academic publications including more than 220 journal papers and over 230 conference papers. His publication has received near 7000 citations by Google Scholar. He has delivered over 80 keynote speeches and 10 tutorials at various international conferences. He currently serves as the Editor-in-Chief of International Journal of Computer and Communication Engineering and Journal of Communications. He also serves as a Senior Editor for IEEE Communications Surveys and Tutorials, and an Associate Editor for International Journal of Wireless Communications and Mobile Computing and International Journal of Communication Systems. Dr. Ma is a senior member of IEEE Communication Society and a member of ACM. He is now the Chair of the ACM, Singapore Chapter. |

Prof. Pavel Loskot IEEE Senior Member Zhejiang University, China | Pavel Loskot has nearly 30 years of experience in design, analysis, implementation and deployment of telecommunication systems through numerous academic and industrial collaborative projects and consultancy contracts. Expert level knowledge of digital and statistical signal processing, algorithms and methods. Solid background in applied probability and statistics. Avid Linux programmer and user since 1996. In 2014/2015, as a Visiting Researcher at CSRC of the Chinese Academy of Engineering Physics started working on computational molecular biology. In 1999-2001, Research Scientist and Project Manager at CWC, Oulu, Finland. A Fellow of the Higher Education Academy of the UK, and the Recognised Research Supervisor of the UK Council for Graduate Education. A Senior Member of the IEEE, since 2013. Elected IARIA Fellow in December 2025. |

3. 会议只接收英文稿件。
4. 论文应具有学术或实用价值，未在国内外学术期刊或会议发表过。作者可通过CrossCheck,或iThenticate其他查询系统自费查重，否则由文章重复率引起的被拒稿将由作者自行承担责任。涉嫌抄袭的论文将不被出版，且公布在会议主页。
