解决方案：
检查你的web.xml的版本

         id="WebApp_ID" version="3.0">

在jsp页面中，引入

<%@ taglib uri="http://java.sun.com/jstl/core" prefix="c"%>  ------>3.0版本不可用

在3.0版本没有办法使用，需要又改为下面的引入即可解决
