INSTALLATION

Use one of the following methods to install Package Control:

Command Palette

Open the command palette
Win/Linux: ctrl+shift+p, Mac: cmd+shift+p
Type Install Package Control, press enter

Manual

If the command palette/menu method is not possible due to a proxy on your network or using an old version of Sublime Text, the following steps will also install Package Control:

Click the Preferences > Browse Packages… menu
Browse up a folder and then into the Installed Packages/ folder
Download Package Control.sublime-package and copy it into the Installed Packages/ directory
Restart Sublime Text

打开Preferences->package control 输入install package依次输入ConvertToUTF8和Codecs33进行下载左下角会有一个等号左右动，成功后重启就可解决。
