JSP/servlet：

   get请求：提交参数做编码转换

       String string = new String(request.getParameter("xxx").getBytes("ISO-8859-1"),"GBK")；

   post请求：提交参数直接设置编码

       request. setCharacterEncoding(“GBK”);

struts2：post方式提交表单数据时，框架已经帮助处理。

   在struts.xml文件中配置  <constant name="struts.i18n.encoding"  value="gbk" />
