1 System architecture
The horizontal networking of finance, taxation, treasury, and commercial banks (hereinafter referred to as "horizontal networking") refers to the use of information network technology by finance, taxation, treasury, and commercial banks to achieve the interconnection and exchange of revenue and expenditure data between finance departments, taxation authorities, People's Bank of China treasury, and commercial banks.
After the financial and tax treasury and bank are connected horizontally, the tax revenue can be paid electronically. Taxpayers can apply for tax returns through the Internet, telephone, online banking, etc. The tax authorities will review the taxpayer's tax returns, generate electronic payment slips based on the information of successful tax returns, send the electronic payment slip information to the national treasury through the horizontal networking system, and the national treasury will check and verify the electronic payment slip information and forward it to the taxpayer's bank of deposit, notify the taxpayer's bank of deposit to transfer the tax from the taxpayer's account, directly pay it to the single account of the national treasury, and send the information of successful tax transfer to the tax authorities; The national treasury shall send the detailed information of all electronic payment receipts and the information on the success of tax transfer to the financial department within the prescribed time. For those who adopt the method of transfer and storage, electronic payment vouchers can be used instead of paper payment vouchers. The method of transferring and depositing taxes into the warehouse shall be authorized by the taxpayer and its bank of account in advance, and the taxpayer shall notify the tax authority in writing of the signed agreement. For those who do not meet the conditions for transfer and storage, self payment and storage can be adopted, and taxpayers can handle tax payment by cash or transfer on their own, or the tax department can summarize and handle tax payment.
After achieving the horizontal interconnection of finance, taxation, treasury, and banking, through the interconnection of finance, the People's Bank of China, and commercial banks, electronic transmission of financial settlement quota notices, financial summary settlement notices, proxy bank transfer lists, and financial actual allocation receipts can be achieved, gradually achieving paperless processing of financial expenditure business. Realize the interconnection of revenue and expenditure data between finance and the People's Bank of China.

2 System Function Design
2.1 Data exchange between treasury and bank

After the connection between the treasury and the bank, the relevant business vouchers will be encrypted and backed up by the finance department, and then sent to the treasury business terminal of the People's Bank of China through the network. The treasury department of the People's Bank of China will print out the business list locally, and at the same time transfer the voucher or report information to the treasury accounting system for relevant processing using a disk. As the entire process adopts encryption and staking processing (the encryption and staking products are certified by the National Cryptography Administration), their effectiveness can be verified using specialized products or software. 2.1.1 Message queue design
In order to improve system performance and shorten system waiting time, queue technology is introduced. Queuing is a technique that effectively divides the processing work of an application into front-end tasks and back-end tasks. When processing capacity allows, this technology works by storing messages, determining the priority order of message processing, and submitting messages to the application. It allows you to balance the load on your local computer or assign tasks to remote computers. To reduce user waiting time, the application can queue messages that require backend processing. Then the processing task can be removed from the page's presentation process. These messages can be read and queued by a backend process, or even handled by a separate system. Queues can achieve data sharing and message communication between different systems.
2.1.2 MQ Applications
The information exchange between the financial system and the People's Bank of China system can use third-party message middleware such as MQ, TongLink/Q, or the message middleware developed by Longtu itself. Briefly explain the use of MQ messaging middleware in the current situation.

2.2 Information sharing
The financial, tax, treasury, and banking four parties automatically exchange information through a horizontal networking system according to prescribed procedures, achieving the sharing of electronic payment information, treasury report information, and other information. Every transaction information between the finance and treasury banks is stored in the national treasury database server. After obtaining income data from the People's Bank of China, the Dalian Municipal Finance Bureau uses the existing city and district/county connectivity module of the integrated platform for municipal finance. By adding defined data transmission content and format, the distribution task of district/county income data is achieved, and the county level can receive county-level data sent by the city level.
The financial department achieves information sharing internally through the "Golden Finance Project" network.

2.2.1 Information sources and types
The shared information mainly includes electronic payment information provided by the national treasury and tax authorities, national treasury report information, and other information.
Electronic payment information refers to various information sent and received by the financial, tax, and banking departments through a horizontal networking system for electronic payment and other services, including electronic payment letters, electronic return letters, electronic correction notices, electronic exemption and adjustment notices, etc. It is based on electronic payment letter information. The basic elements of electronic payment receipts include: name and code of the collection authority, payment receipt number, and generation date; Taxpayer's name, taxpayer identification number, payer's account name, opening bank, and account number; Collection treasury, budget level, sharing ratio, budget account, tax type, tax item, amount, period, and deadline for payment.
The treasury report refers to a report in which the treasury categorizes and summarizes relevant information in accordance with regulations. The national treasury is responsible for sending various budget revenue, expenditure, withdrawal, exemption from offset adjustment and other national treasury report information to the same level of financial departments.
Other information refers to other relevant information that needs to be shared for the convenience of relevant departments in conducting statistical analysis and budget execution analysis, in addition to electronic payment information and national treasury report information.
2.2.2 Information jointly provided by the national treasury and tax authorities
The information jointly provided by the national treasury and tax authorities includes electronic payment receipt information (including transfer and self payment receipt methods).
2.2.3 Information provided by the national treasury
The information provided by the treasury mainly includes treasury statements and other information required by the financial department.

The basic element information includes the taxpayer's name, taxpayer identification number, registration type, approval authority, organizational code, approval certificate or document number, opening (establishment) date, production and operation period, license name, license number, registration address, production and operation address, accounting method, unit nature, national standard industry, applicable accounting system, business scope, legal representative (person in charge), financial manager, taxpayer, tax agent name, registered capital or total investment, natural person investment ratio, foreign investment ratio, state-owned investment ratio, and head office name.

2.3 Report Query
The national treasury database server saves each transaction data, and can provide query functions for daily and historical data to the three parties of the treasury according to their permissions. It can also perform queries according to any combination of voucher elements.
1) Electronic payment information inquiry
Query criteria: name and code of the collection authority, payment receipt number, and generation date; Taxpayer's name, taxpayer identification number, payer's account name, payer's bank of account, payer's account number; Collection treasury, budget level, sharing ratio, budget account, tax type, tax item, amount, period, and payment deadline.
Data permissions: Financial users at all levels can query information on all payment receipts in the entire region.

Data permissions: City level financial users can query information provided by tax authorities at all levels, while district and county financial users can only query information provided by local tax authorities (including the local level) (one financial bureau can correspond to multiple tax authorities).
Explanation: Based on the existing information of electronic tax receipts, it is not possible to directly complete the statistics of electronic tax payment by industry. It is necessary to connect with the tax authorities to obtain industry comparison information of enterprises in order to complete the relevant report query statistics.
