可以清除DNS
执行命令
ipconfig /flushdns

如果报错 

那就是ipconfig 后面要加个空格不是和/连载一起

然后执行
npm install --registry=https://registry.npm.taobao.org
使用淘宝镜像

解决方式
git config --global url.“https://”.insteadOf git://
使用 git config -l 就能看到已经更改成功啦
