android permission

when install the android app, a list of permission will display: 

• DEVELOPMENT TOOLS
  ENABLE APP DEBUGGING
  Allows the app to turn on debugging for another app. Malicious apps may use this to kill other apps.

• SYSTEM TOOLS
  MODIFY GLOBAL SYSTEM SETTINGS
  Allows the app to modify the system's settings data. Malicious apps may corrupt your system's configuration. 

if the permission should not include, remove them in the manifest file.
