This is the android ICS new design.It wants the sound settings can control every app.

The Notification Virate controled By three toggles together:

(1) The Sound Setting "Vibrate and ring"

(2) The Sound Setting "Silent mode"

(3) The App Vibrate Settings

Take the mms app as an example:

1> The Sound settings set "Vibrate and ring" as "true" And "Silent mode" as Off

   The mms set "always". 

   When receive a new message, the phone will vibrate and ring.

2> The Sound settings set "Vibrate and ring" as "true" And "Silent mode" as Off

   The mms set "Only when vibrate mode" or "Never".

   When receive a new message, the phone will just ring.

3> The Sound settings set "Silent mode" as "vibrate",  "Vibrate and ring" set whatever

   The mms set "Only when vibrate mode"

   When receive a new message, the phone will just vibrate.

4> The Sound settings set "Silent mode" as "Slient", "Vibrate and ring" set whatever

   The mms set whatever.

   When receive a new message, the phone will no vibrate or ring.

5> The mms set "Never" 

   The Sound settings set whatever

   when receive a new message, the phone will no virbtate.
