3、创建JSP页面
更改配置文件
MessageResource_en_US.properties
内容：
greeting=hello

login.title=test i18n
login.username=Username
login.password=Password

MessageResource_zh_CN.properties
内容：
greeting=你好

login.title=测试国际化
login.username=用户名
login.password=密码
该文件需要转码 (创建build.xml文件  使用ant执行) 转码后：
greeting=\u4F60\u597D

login.title=\u6D4B\u8BD5\u56FD\u9645\u5316
login.username=\u7528\u6237\u540D
login.password=\u5BC6\u7801

JSP页面的文件内容：在这里面主要使用bean:message key="login.title"
重点内容：bean:message以及key是关键
