放置在机房用于监控的金笛wavecom短信猫不能发送报警短信，用gnokii测试

短信猫不能发报警短信原因如下

sim卡话费余额不足 滥发短信，被运营商列入黑名单 短信猫设备故障

前两点已经排除，最大的原因是短信猫硬件故障

ms正常，联系金笛技术人员，通过minicom连接设备，使用AT命令发现设备不能连接运营商网络，重新启动设备

AT +CFUN = 0 AT +CFUN = 1
