vcpkg：Could not find PowerShell Core（Building package libwebp:x64-windows failed ）

vcpkg 安装libwebp时失败，报错：

经过一番搜索，在GitHub上看到有人提到通过powershell安装

而我用的是Windows powershell，所以换用powershell，终于安装成功
