Oracle 10g and 11 - bind peeking problem

1 table contains 500 millions records, only gets 2 values: 1 and 2

only 1 record is 1.

for 1, it's better to use index scan. The plan seems like , fetch 1 record each time

for 2, it's better to use table scan. Then plan seems like, fetch records each time

Oracle should can help determine on 11g?
