美国CPSIA关于玩具和儿童产品的测试要求，CPC证书要求

背景：2007年以来，美国国内频繁出现了玩具等儿童消费品召回事件，引起美国媒体炒作和公众强烈的质疑。为此，美国国会于2007年年底对1972年通过的《消费品安全法案(CPSA)》进行了修正，提出了一个称为H.R.4040《消费品安全改进法案》，其内容大量涉及中国输美的儿童产品。该法案在2008年7月31日在美国国会获得通过，2008年8月14日由美国总统布什正式签署并生效，称之为美国《2008消费品安全改进法案》（以下简称 CPSIA）。 CPSIA主要内容

SEC.101-儿童产品中的可接触部分铅含量不得超过100ppm

-儿童产品中涂料和表面涂层铅含量不得超过90ppm

SEC.108-儿童玩具或儿童护理产品邻苯二甲酸酯要求：DEHP,DBP,BBP,DINP,DIBP,DCHP,DPENP,DHEXP＜0.1%

​ SEC.106-强制性玩具安全标准ASTM F963:

•物理及机械性能

•燃烧性能

•总铅

•8项可溶性重金属

儿童产品（设计或意图供12岁以下儿童使用的消费品）要求：

1.符合所有儿童产品安全规则children’s product safety rules;

•总铅（基材+涂层）（CPSIA）

•邻苯二甲酸酯（CPSIA）

•16 CFR 1303-涂层铅

•16 CFR 1501 小部件

​2.经由CPSC认可的实验室进行相关符合性认证评估 tested for compliance

CPSC认可第三方符合性评估机构或指派一个独立组织进行此项工作，并周期性的评估和修订认可要求并在其官方网站上公布认可机构清单。

​3.出具CPC证书证明产品的符合性 Children’s Product Certificate

CPC证书格式不限，但必须包括以下信息：

•Identification of the product covered by this certificate;

•Citation to each CPSC children’s product safety rule to which this product is being certified;

•Identification of the importer or domestic manufacturer certifying compliance of the product;

•Contact information for the individual maintaining records of test results;

•Date and place where this product was manufactured;

•Provide the date(s) and place when the product was tested for compliance;

•Identify any third party, CPSC-accepted laboratory on whose testing the certificate depends.

​4.在产品及包装上张贴永久性的可追溯标签 tracking information

玩具上需加贴可追溯性标签，标签需包含以下基本信息：

•Manufacturer or private labeler name;

•Location and date of production of the product;

•Detailed information on the manufacturing process, such as a batch or run number, or other                    identifying characteristics; and

•Any other information to facilitate ascertaining the specific source of the product.

所有tracking label必须清晰可见。
