1991年12月15日,俄罗斯联邦接替前苏联成为《保护工业产权巴黎公约》和《专利合作条约》成员国。1992年9月23日,俄罗斯联邦颁布《专利法》、《商标、服务标记及商品原产地名称法》、《计算机软件及数据库软件保护法》和《集成电路布图设计保护法》。1992年10月14日,俄罗斯联邦《专利法》生效,对发明实行单一的专利保护制度,并实行早期公开、延迟审查,专利权有效期自申请日起20年。同时,对工业品外观设计也给予专利保护,有效期自申请日起10年,最多可延长5年。对实用新型则以注册证书给予保护,有效期自申请日起5年,最多可延长3年。
1992年9月30日,俄罗斯专利商标委员会成立。1996年9月,该委员会更名为俄罗斯专利商标署。2004年3月9日,再次更名为俄罗斯联邦知识产权专利商标局。
一、职能
1.俄罗斯联邦知识产权专利商标局是俄罗斯联邦权力执行机构,执行统一的国家政策;
2.对俄罗斯境内的发明(计算机程序、数据库系统及集成电路布图设计)、实用新型、商标、特殊服务标记、地理标志及商品原产地名称给予登记、保护、批准、协调;
3.知识产权领域法律及标准的完善;
4.知识产权与内部经济贸易的发展及国际合作。
二、机构设置及人员编制
1.机构设置
俄罗斯联邦知识产权专利商标局下设:联邦工业产权院、专利纠纷委员会(见附件1)、俄罗斯国立知识产权学院(见附件2)和四个职能部门(国际合作司、财务行政司、科技活动中遵守联邦专利法监督检查司和工业产权法律保护范围内监督检查司)。
联邦工业产权院
联邦工业产权院院长由俄罗斯联邦知识产权专利商标局副局长兼任。联邦工业产权院是在俄专利体系中从事工业产权审查、登记工作的主要职能部门,其主要职能是:组织审查、提高审查质量、缩短审查周期。
联邦工业产权院下设:化学审查部、物理审查部、机械审查部、俄罗斯专利技术图书馆、商标注册登记部、行政管理部、自动化部及开发和技术保障部等部门及院直属处。
On 15 December 1991, the Russian Federation succeeded the former Soviet Union as a member of the Paris Convention on the Protection of Industrial Property and the Patent Cooperation Treaty. On 23 September 1992, the Russian Federation enacted ' Patent Law ', ' Trademarks, Service Marks and Names of Origin of Commodities ', ' Computer Software and Database Software Protection Law ' and ' Integrated Circuit Layout Design Protection Law '. 1. Functions
1. The Intellectual Property Patent and Trademark Office of the Russian Federation is the executive body of the power of the Russian Federation and implements a unified national policy ;
2. To register, protect, approve and coordinate inventions ( computer programs, database systems and layout designs for integrated circuits ), utility models, trademarks, special service marks, geographical indications and names of origin of commodities in Russia ;
3. Improvement of laws and standards in the field of intellectual property ;
4. Development of intellectual property rights and internal economic trade and international cooperation.

1. Institutional setting
The Intellectual Property Patent and Trademark Office of the Russian Federation consists of the Federal Institute of Industrial Property, the Patent Dispute Commission ( see annex 1 ), the Russian National Institute of Intellectual Property ( see annex 2 ) and four functional departments ( the International Cooperation Division, the Financial Administration Division, the Supervision and Inspection Division of Compliance with Federal Patent Law in Scientific and Technological Activities and the Supervision and Inspection Division within the scope of legal protection of industrial property rights ).
Federal Institute of Industrial Property
The President of the Federal Industrial Property Office is the Vice-President of the Intellectual Property Patent and Trademark Office of the Russian Federation. The Federal Institute of Industrial Property is the main functional department engaged in the examination and registration of industrial property rights in the Russian patent system. Its main functions are : organizing review, improving the quality of review and shortening the review cycle.
The Federal Institute of Industrial Property comprises the Chemical Review Department, the Physical Review Department, the Mechanical Review Department, the Russian Patent and Technical Library, the Trademark Registration Department, the Administration Department, the Automation Department and the Development and Technical Support Department.
