C#以管理员（Run as Administrator）的权限打开cmd.exe，实现WIN7系统下，通过界面的方式开启、关闭热点！

一、热点设置账号、密码

用管理员运行Cmd,并输入：netsh wlan set hostednetwork mode=allow ssid=QQ key=805698955  (ssid:账号，key=密码)
