本地理解

1. 在web文件夹中添加WEB-INF文件夹

2. 点击菜单的file中的project structure

3. 在moudle中寻找到web点击

4. 点击旁边的加号后选择web.xml，设置好路径一般为…/web/WEB-INF【注意路径要对】最后点击ok
   
   
5. 最后点击ok就可以添加

解决办法：

在总maven pom.xml中加入如下统一设置编码为UTF-8
