原因是监听的问题，解决办法不一，我用的办法：

解决办法：

登录到

sqlplus /nolog

SQL> connect /as sysdba

SQL> startup

输出

Total System Global Area * bytes
Fixed Size                   * bytes
Variable Size              * bytes
Database Buffers           * bytes
Redo Buffers                 * bytes
Database mounted.
Database opened.

再次连接创建表空间就可以了。
