spring的配置文件applicationContext.xml异常Cannot find the declaration of element 'beans'.

异常信息：

严重: Exception sending context initialized event to listener instance of class org.springframework.web.context.ContextLoaderListener
org.springframework.beans.factory.xml.XmlBeanDefinitionStoreException: Line 5 in XML document from ServletContext resource [/WEB-INF/classes/applicationContext.xml] is invalid; nested exception is org.xml.sax.SAXParseException: cvc-elt.1: Cannot find the declaration of element 'beans'.
Caused by: org.xml.sax.SAXParseException: cvc-elt.1: Cannot find the declaration of element 'beans'.

我的applicationContext.xml的头配置信息

<?xml version="1.0" encoding="UTF-8"?>

<beans xmlns="http://www.springframework.org/schema/beans"
xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:p="http://www.springframework.org/schema/p"
xsi:schemaLocation="http://www.springframework.org/schema/beans 
http://www.springframework.org/schema/beans/spring-beans-3.0.xsd">

   //中间的省略了。。。。。。

</beans>

这个的版本是3.0的版本，就是这样异常让我头疼了好几个小时，而我发现我之前写的applicationContext.xml的头配置是这样子的：

<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE beans PUBLIC "-//SPRING//DTD BEAN 2.0//EN" "http://www.springframework.org/dtd/spring-beans-2.0.dtd">

将这个2.0的头配置copy到原来的配置文件中还是不行！

  最后我查阅了资料说只要电脑联网就不会报错了！就是因为我没联网，这个异常浪费了我几个小时的时间！
