CATTI三级笔译中译英：如何将“大力推动”翻出花儿来

现在，以互联网为代表的信息技术迅速发展，引领了生产新变革，创造了人类生活新空间，拓展了国家治理新领域。中国大力实施网络强国战略、国家信息化战略、国家大数据战略、“互联网+”行动计划。中国大力发展电子商务，推动互联网和实体经济深度融合发展，改善资源配置。这些措施为推动创新发展、转变经济增长方式、调整经济结构发挥积极作用。

第一句

现在，以互联网为代表的信息技术迅速发展，引领了生产新变革，创造了人类生活新空间，拓展了国家治理新领域。

很清晰的主语+谓语1，谓语2，谓语3的结构。

先看主语。

定语有点多：①以互联网为代表的，②信息技术，③迅速

在遇到这么多定语的时候，要注意定语的摆放位置，涉及到动词的或信息量比较大的定语要往后放：

The rapid advances in information technology, represented by the Internet

也可以将“发展”视作定语，即定语是：①以互联网为代表的，②迅速发展

The rapidly developing information technology, represented by the Internet

再看这三个谓语：①引领，②创造，③拓展，可以处理为并列平行结构，后面各自跟相搭配的宾语。

“引领”，可以理解为“带来”bring about, usher in。

“生产新变革”，可以理解为“新的生产方式”，new ways/forms of production；

“人类生活新空间”的“空间”，除了常见的space之外，dimension也经常表示“方面、、内容、空间”这样的含义，比如：

Her job added a new dimension to her life. 她的工作为她的生活增添了新的内容。

“领域”，这里推荐一个词horizons:[ Cusually pl. ] the limit of your desires, knowledge or interests （欲望、知识或兴趣的）范围，眼界

比如牛津词典里的这个例句：The company needs new horizons now. 公司现在需要开拓新的领域。

这样一来，译文就大概出来了：

Today, the rapidly developing information technology/the rapid development / the rapid advances in information technology, represented by the Internet, has brought about/ushered in new ways/forms of production, created new space for human life/added new dimensions to human life, opened new horizons of national governance.

第二句

中国大力实施网络强国战略、国家信息化战略、国家大数据战略、“互联网+”行动计划。

“大力”做某事，我们之前有总结过政府公文里常见的几种译法：

channel great effort/energy into

着力改革商事制度We channeled great effort into the reform of the business system.

大力调整产业结构We channeled great energy into making adjustments in the structure of industry.

step up

加大结构调整力度，增强发展后劲。We stepped up structural adjustments to make China’s development more sustainable.

推进党风廉政建设和反腐败斗争Efforts have been stepped up to improve Party conduct, build a clean government and fight corruption.

increase support to

加大强农富农政策力度We increased policy support to strengthen agriculture, benefit farmers, and raise rural living standards.

work to…

着力大通科技成果转化通道We worked to commercialize research and development deliverables.

intensify/redouble efforts to

深入推进医药卫生改革发展We intensified efforts to reform and develop medical and health care.

大力盘活存量资金redouble our efforts to put government funds on hand into use

devote serious energy to

力争全面完成“营改增”We will devote serious energy to completing work to replace business tax with VAT across the board

put great weight behind

大力发展风电put great weight behind the development of wind power

还有很多，大家平时自己可以积累一下。

这句话里好几个“国家……战略”，这几个可以合并，“网络强国”、“信息化”、“大数据”做三个并列的后置定语，national strategies for cyber development, IT application and big data

译文大概写一个：

China is vigorously implementing national strategies for cyber development, IT application and big data, and the Internet Plus action plan.

很简单。

第三句

中国大力发展电子商务，推动互联网和实体经济深度融合发展，改善资源配置。

又来了一个“大力”，在表达上可以和前句错开，用不同的词。同时适当更换主语，用“措施”做主语：

Robust measures are also in place…

（额……这明明就是你刚才没总结到的好吗？）

“推动”和“改善”从中文结构上看，好似是与“发展”平行的，但如果从逻辑层面剖析，这两个动作其实是“发展”的目的状语，“大力发展”是为了“推动”和“改善”。因此英译的时候要用一个目的状语，链接这几个动作：

Robust measures are also in place to promote e-commerce, push for the integration of the Internet and the real economy, and improve resource allocation.

也没有很难。

第四句

这些措施为推动创新发展、转变经济增长方式、调整经济结构发挥积极作用。

“创新发展”可以理解为“由创新推动的发展”innovation-driven development，也可以照字面理解为innovative development，比如China Daily上发的这篇新闻：

国务院办公厅日前印发《关于推进对外贸易创新发展的实施意见》，提出创新方式开拓国际市场、优化国内区域布局、增强外贸企业竞争力等九大支持外贸发展新举措。

The State Council recently unveiled guidelines on the innovative development of the country’s foreign trade. It specified measures covering nine areas to promote trade development, including searching for new ways to explore the international market, optimizing the domestic layout of foreign trade, and enhancing the competitiveness of foreign trade firms.

剩下的都没啥难词了，讲下结构吧。

“推动创新发展、转变经济增长方式、调整经济结构”，这三个可以用动宾结构，比如drive innovative development, transform growth models and adjust economic structure，也可以简洁一点，把这仨个动宾结构直接转为名词结构，从而把中文转成这样的结构：

推动（动词）+创新发展（宾语1），经济转型改革（宾语2），and经济结构重组（宾语3）

从而有：

Promote innovation-driven development, economic transformation, and economic restructuring

译文出来了：

These measures play a positive role in/are key/essential to driving innovation-driven development, transforming growth models, and adjusting economic structure/promoting innovation-driven development, economic transformation, and economic restructuring.
