Java 规则引擎的设置第一步

 加载应用程序访问的接口：javax.rules.RuleServiceProvider

        在Java EE(Weblogic server)环境中，java规则引擎的管理活动是应用服务器的一部分。JSR94的参考实现包括了一个JCA连接起，用于通过JNDI获得RuleServiceProvider
