[Android][FWK]支持转屏属性设置

支持转屏属性设置：

platform/frameworks/base / core/res/res/values/config.xml

     <!-- If true, the screen can be rotated via the accelerometer in all 4
          rotations as the default behavior. -->
-    <bool name="config_allowAllRotations">false</bool>
+    <bool name="config_allowAllRotations">true</bool>

修改后，重新编译，    
./mk project_name mm frameworks/base/core/res，
再push生成的 framework-res.apk 到手机的system/framework下，再重启手机。
