Postgresql - plpgsql - 存储过程内提交

在PG11之后，出了一个新的功能，就是可以在存储过程内提交事务了。
方便了很多。
*这样的存储过程必须是一个procedure，不能是一个function，调用的时候，必须使用call，不能使用select 。
