[*]3. Enable "Stream/Save" to set VLC as a server

[*]5. Enable "UDP" among Outputs, and enter the IP of the client. Leave the port 1234 as it is(or change it both server and client sides).
[*]6. Enable "Play locally" if you want. However, it can tell you whether it is the broken or unsupported video file that makes no ouputs on the client side.
