Backordered even the inventory is sufficient.

We cannot understand the behavior of oracle because as we launch pick requested quantity it gets backordered even the inventory is enough. eg. there is available 20 mt under item k65s jumbo, however, after the 20 mt was launch picked, upon manual allocation, the quantity split into 4mt, 4mt, 4mt the remaining 12mt backordered.

We had the same problem. It was corrected by going to 11.5.10.2

Your inventory is not able to identify your Picking Sub-inventory. For that check your shipping parameters—Auto Deliveries and Auto allocate must be enabled.
Release rules—define your pick sub-inventory or else select auto pick confirm –yes option in shipping tab.
Do the transaction. Release sales Order. Check the status
