打开opencv的官网，
—>找到tutorail
—>Introduction to OpenCV(build and install OpenCV on your computer)
—>Windows
官网提供了三种方法来install in window 分别是：
1.Installation by Using the Pre-built Libararies
2.Installation by Using git-bash(version>= 2.14.1) and cmake(version>=3.9.1)
3.Installtion by Making Your Own Libraries from the Source Files
我选择第一种方法（平时有什么不懂的可以上官网的User Q&A form去看看）
