This appears related to Bug 8291465, ?OUI AT STEP:  MAKE -F  /ORACLE/MS1/102_64/SYSMAN/LIB/INS_EMDB.MK WITH SLES 11?   Confirmed in test case.  The linking process throws the following error at  83%, during the process of (aka OUI prompt reads) ?Relinking SGA fetchlet and  nmcollector binary?.
