Below are the DB2 tuning tools that I participated. Let me talk about them.

Visual Explain:
VE is a very useful tool, which had mitigated the level 2 support guys' workload very much, although it has only a few components. The most important component is Stats Advisor, which can check the problem of existing statistics of table,  column, and index, and give suggestions to users. Then users can directly submit the result to let DB2 collect new stats. Another component is Service SQL, which can send necessary data to level 2 support team so that the guys can recreate the environment and investigate the problem in their own machine. I led the VE service team for several months and was in charge of fixpack releasing.

Optimization Service Center
OSC is a big enhancement of VE and it is also free. It contains several new components. Query Annotation, which formats the query and pick up corresponding stats near the related table, column, or index, is the most popular component to a lot of DBAs. It is so proud for me to be the development owner of such kind of popular component. Query advisor, which checks the access path of a query and gives warning if it think there is a problem. It knows how DB2 engine explains the query, so it can find real problems. Query report, which summarizes the access path and stats into a text format, provides information to users in a clear way.

Optimization Expert
OE is chargeable. I think the most enhancement comparing with OSC is that it has the ability to deal with query workloads. It can combine a lot of queries into a workload and analyze them as a whole. Nowadays, it is very normal that there are hundreds of applications running on a DB2, and each application contains hundreds even thousends of queries. It's quite difficult for DBAs to check the queries one by one to find problems, and the DBAs also need to do some trade-off during query tuning. OE can help them through workload advisors.

Optim Query Tuner
I think the key of OQT is integration. It integrates the whole life cycle for an application, such as design, development, tuing, and management. I did not in the team for a long time, so cannot talk much about it. I wish the team be good luck and achieve big success.
