《深入浅出MySQL》第二版第七章代码的一个小问题

《深入浅出MySQL》第二版第七章介绍InnoDB中的外键的时候有一段这样的代码

city_id smallint unsigned not null auto_increment, 
city varchar(50) not null, 
country_id smallint unsigned not null, 
last_update timestamp not null default current_timestamp on update current_timestamp, 
primary key(city_id), 
key idx_fk_country_id (country_id), 
CONSTRAINT 'fk_city_country' FOREIGN KEY (country_id) references country(country_id) 
on delete restrict on update cascade
)engine=innodb default charset=utf8;

执行的时候一直报错，具体报错内容是

ERROR 1064 (42000): You have an error in your SQL syntax; check the manual that corresponds to your MySQL server version for the right syntax to use near ''fk_city_country' FOREIGN KEY (country_id) references country(country_id) on del' at line 1

一直以为自己打错字了或者是什么的，反复看了好几遍确认没有，越看越觉得fk_city_country两边的单引号很奇怪，去掉之后就执行成功了。
具体原因可能是不同版本的MySQL在这个细节上的语法不一致？希望能有高人指点一下。
