SHUTDOWN-->NOMOUNT-->MOUNT-->OPEN

SHUTDOWN-->NOMOUNT：Instance started

NOMOUNT-->MOUNT：Control file opened for this instance

MOUNT-->OPEN：ALL files opened as described by this control file for this instance
