Mr. Obama spoke in a major address in New York City, home to many of the financial firms that faced collapse at the height of the global financial crisis. Mr. Obama blamed the collapse on "reckless" risk taking and failed regulatory schemes. He said many companies are misreading recent signs of economic recovery and ignoring the lessons of the crisis. He said critics who say changing the regulatory system would slow the economy and hurt markets are wrong. He said effective, sensible rules are critical to the proper functioning of markets. China says the U.S. duties violate WTO rules. Following the U.S. move, China announced it is investigating whether American auto and chicken products are being dumped into the Chinese market at below-cost prices. China's commerce ministry said this first step toward imposing tariffs on the U.S. products is necessary because the imports may benefit from government subsidies and could be hurting China's domestic industry. A ministry spokesman said China "strongly opposes" the new U.S. duty on Chinese-made tires, but that the anti-dumping investigation is not in retaliation for the decision. The White House announced on Friday it will impose steep tariffs on Chinese tire imports after an appeal from a U.S. labor union.
