1. Setting User Locale on Windows 7 Platforms
   
2. Select Start -> Control Panel -> Clock, Language, and Region -> Regional and Language.

6. Select a target locale from the Format: drop-down list.

8. Setting System Locale on Windows 7 Platforms
   
9. Select Start -> Control Panel -> Clock, Language, and Region -> Regional and Language.

11. Open Administrative tab.

13. Look in the Language for non-Unicode programs section.

15. Click Change system locale... button.

17. Select a target locale from the Current system locale: drop-down list.

19. Reboot the system.

21. Note   When you change the system locale, you must reboot your system; otherwise, you might see unexpected locale-setting behaviors.
