安装pytorch时出现错误：An HTTP error occurred when trying to retrieve this URL.

一、详细错误

使用conda安装pytorch：

(pytorch) C:\Users>conda install pytorch torchvision torchaudio cudatoolkit=11.3

出现如下报错：
