1.enable windows→ Control Panel→ Programs and Features → turn windows features on or off → windows subsystem for linux;
2.open windows microsoft store, search ubuntu18.04LTS, click the install button;
3.open ubuntu18.04LTS, setup username and password; (ubuntu windows path:C:\Users\tester\AppData\Local\Packages\CanonicalGroupLimited.Ubuntu18.04onWindows_79rhkp1fndgsc\LocalState\rootfs\home\tester, windows disk on ubuntu path: /mnt/c/)
4.sudo apt update; sudo apt upgrade;
5.download jdk https://openjdk.java.net/install/ config the bashrc environment;(Android R need jdk9 or later version)
6.download sdk tools https://developer.android.com/studio/releases/platform-tools; config adb aapt bashrc environment;
7.config cts test environment https://source.android.com/compatibility/cts;
8.config vts test environment https://source.android.com/compatibility/vts/systems;
