Too many files with unapproved license异常、使用-Drat.skip=true跳过 或者 对没有授权的文件开头添加授权

问题：

[ERROR] Failed to execute goal org.apache.rat:apache-rat-plugin:0.13:check (rat-check) on project cdap: 
Too many files with unapproved license: 1 See RAT report in: /home/htsc/HTSC-4.0/target/rat.txt -> [Help 1]

原因：
  使用apache-rat-plugin，代码中存在许多文件没有获得许可

解决：

  在maven命令后添加参数 -Drat.skip=true

mvn package -DskipTests -P dist,release,rpm-prepare,rpm -Drat.skip=true

或者
  读取报错中的rat.txt文件，找到Files with unapproved licenses

在没有授权的文件开头添加
