有关try catch 中return的问题

 public  String recordContextFormFile(String filename){
   FileInputStream filei=null;
   ByteArrayOutputStream out = new ByteArrayOutputStream();;
   try{
   filei =context.openFileInput(filename);
   int len=0;
   byte[] data = new byte[1024];
   while((len =filei.read(data))!=1 ){
   out.write(data, 0, len);
   }
   return new String(out.toByteArray()); 
   }catch (Exception e) {
   e.printStackTrace();
}
   
 return "";
   
   
   }

运行程序后不报错  但是输出的是“”  如果将return new String(out.toByteArray()); 移到return "";这里 就能返回值，

请问下  不是在try{}里面 有返回值就结束了吗 怎么还会返回""
