To reproduce:

 
 
Enable the Update links:
Change line 127 in Orchard.Web\Modules\Orchard.Modules\Views\Admin\Features.cshtml
from @if (feature.NeedsUpdate) {
to @if (true || feature.NeedsUpdate) {

 
 
Open Admin/Modules and click on any of the Update links
As far as I understand the reason for this problem is that the Update link is not one of the options in the Action selection.
Please try fix above. I can create a pull request but it seems like a lot of hassle for two lines..
