SYMPTOMS

Below error occurred when creating database with dbca:

error in process: E:|...\bin\oradim.exe
enter password for oracle service user:
DIM-00019: create service error
O/S-Error: (OS 5) Access is denied

CHANGES

CAUSE

Windows permission issue.

SOLUTION

If your user account is a member of the Administrators group, but is not the Administrator account itself, then, by default, the programs that you run only have standard user permissions. You must explicitly specify that you require the use of your administrative permissions:
Run "cmd" with option of run as "Administrator", and then run DBCA in that "cmd" command line.
