解决方法：

主要是这个库librosa
需要给他降级，降级完成便可成功
当然你只降librosa，你会遇到如下两个报错
1、ModuleNotFoundError: No module named 'numba.decorators'

2、`RuntimeError: The scheduler seems to be running under uWSGI, but threads have been disabled. You must run uWSGI with the --enable-threads option for the scheduler to work.

解决办法：

pip install librosa==0.6.0
pip install numba==0.43.0  #这两个依赖库也需要降级
pip install llvmlite==0.32.1#这两个依赖库也需要降级
