查看 vim /etc/cinder/cinder.conf 文件
[DEFAULT]
default_volume_type = hdd

问题出在这里,我的硬盘是固态ssd , 修改hdd为ssd
systemctl restart openstack-cinder-api.service openstack-cinder-scheduler.service
重启 cinder

最后注释 /etc/cinder/cinder.conf 文件 中的 default_volume_type = xxx 才能创建卷
