threshold 节点表示温度超过 70 度开始限制频率，type 要设置成"passive"；
target 节点表示限制系统的最高温度会 85 度左右，type 要设置成"passive"；
soc_crit 节点表示温度超过 95 度，自动重启系统，type 要设置成"critical"。
